Visionary Maharaja of Baroda
Kavlana Sayajirao was born 10 March 1863 as Gopalrao Shrimant Gaekwad, second son of Meherban Shrimant Kashirao Bhikajirao [Dada Sahib] Gaekwad. He was selected by the British Government as successor to Malharrao Maharaja Gaekwad and was approved by Jamner Maharani Bai on 27 May 1875. He ascended the gadi (throne) at Baroda, June 16, 1875, but it is less under a Council of Regency until his majority and was invested with full powers of decision, December 28, 1881.
Maharaja Sayajirao
During his minority, he was accompanied on the administrative Raja Sir T. Madhava Rao, who took care of his young protégé to a rule of foresight and commitment to the welfare of its people. In this period, Mr T. Madhava Rao restored the normal state of chaos in which it was left by the predecessor of Sayajirao. Not a little credit for what the Maharaja achieved during his life in all spheres of human activity must be given to FAH Elliot. Learning acquired under Mr. Eliot Sayajirao which management has made him a great statesman, educator, and a ruler. It is recognized that the Maharaja Sayajirao was a prince among the educators and teachers of the princes. He had suffered a major course of study they have done many students hate. But he made aware of its shortcomings and strengthen its determination to acquire more knowledge.
The rule and modernization of

Even if a prince of a native state, an admirer of the English people and in many respects, the English in India, he jealously guarded his rights and status, even at the expense of embarrassment to the British Indian government. He received the title of Farzand-i-Khas-i - i-Daulat Inglishia, December 29, 1876. He attended the durbars Delhi 1877, 1903, 1911. It was on the 1911 Delhi Durbar that Sir Sayajirao not bow to the king and the emperor was considered the failure of the British throne, beside him and derecognised nearly lost his throne. Sayajirao was often in conflict with the British on matters of principle and governance, security and long-term oral and written dispute with the British residents.

Railways
During his reign, a narrow-gauge train network was established in Baroda State, which even today is the largest railway narrow gauge network in the world with its hub at Dabhoi. Sayajirao planned water supply of Baroda in 1892 on Ajwa that supply drinking water for people in Baroda by gravity. To date, much of Vadodara, the city draws its drinking water from this source.
Parks and Universities
The large public park originally called Kamati Bauge Bauge Sayaji and now his gift to the city of Baroda. On the occasion of its Diamond Jubilee of the accession to the throne, he abandoned the major funds of its staff and the state funds for the creation of a University of Baroda, for the benefit of students of rural country ... ... a task that was finally accepted by her grand-son of Sir Pratapsinghrao Gaekwad who founded the Maharaja Sayajirao University and created the trust as required by his grandfather. Short history of the idea of a university in Baroda
The idea of establishing a university in Baroda was the attention of the government of former state of Baroda and its educational advisers long before the issue of regional universities and decentralization, restructuring and the delivery of higher education to suit the cultural educational needs of certain areas have their roots in the country. The concept was first visualized by Dr. Jackson, when, as President of the College of Baroda, in 1908, he advocated the establishment of an Institute of Science at Baroda on improving independently. It was a consistent policy of the Government of Baroda to subject its educational system, periodic surveys of a search of nature by educational experts of international renown, who was appointed for the first time in 1909. The main recommendation of this Committee was for the activities of the Baroda College, through the creation of additional seats in new branches of knowledge. As a result of this policy of chalking untrodden paths in higher education and development of a university in Baroda in the atmosphere, chairs and comparative science of the household was established. Prof. Widgery and Mrs. Strong were appointed to these seats. In 1916, the educational policy of the State has again been revised. As part of this research, a member of the Commission, Shri SVMukerjea prepared a note of these recommendations and in his note, he was in favor of establishing a university in Baroda. In 1919, the matter was brought to the forefront by the appointment of another committee consisting of the late Senior Clarke, Prof. Widgery and Shri NK Dixit, Commissioner of Education for the State. The Committee has a social relationship of the University of Baroda. Then, Professor P. Sheshadri the Benares Hindu University was asked to organize a university in Baroda. Prof. Widgery also presented a program for a State University on the lines of the smaller German universities. During this period, His Highness Chimnabai Shrimant Maharani Saheb, the Maharani Gaekwad of Baroda, was a gift from Prince to run a Women's University, Baroda. But as Sir Manubhai Mehta, then Dewan of Baroda, noted in one of his speeches, "the time has come for the idea to germinate later.
The Commission of the University of Baroda 1927
During 1925, the Committee Setalvad on university reform in the province of Bombay issued its report. The Committee recommends that the idea of regional universities in the province of Bombay, has stressed the importance of education more directly, at least in the post-graduate studies in universities are involved, and stressed the need 'more attention to the study of technology and research in various branches of knowledge. The Committee proposed the idea of regional universities in the province can be divided into knowledge., Mahara Strasbourg, Gujarat and Karnatak Sindh, recommended that the university is one region viz.Maharastra be established at the earliest. According to them, the rest areas that are not as developed, it is to have a seprate university. Dr. M. R. Jaykar and Prof. K.T. Shah, two members of the Committee, gave hints of the Opposition said that Gujarat can certainly be seen as ripe for a seprate University. This led to a movement to another university for Gujartat. Just when the call for the creation of separate regional universities has been increased, the celebration of Golden Jubilee of His Highness the late Maharaja Sir Sayajirao Gaekwad has failed in the Baroda State and the people of the state also very interested in creating a university in Baroda as a monument to commemorate the happiness of the famous Rule. This led to the appointment of the Commission on the University of Baroda September 24, 1926, with Professor AG Widgery Chairman and the following members: --
• Chief Administrator A. B. Dhriva
• Shri K. Mr. Munshi
• Prof. K. G. Naik
• Shri S. V. Mukerji
The Commission in 1927 a comprehensive report of a strong argument for the immediate establishment of a University of Baroda. Aanbeveling de belangrijkste van de Commissie dat waren:

4. Economy, Trade AMD administration.
v. In addition to the faculty, the university should
1. Institute of Oriental Studies
2. Institute for Studies in Gujarati
3. École des Beaux-Arts
4. School of Nursing and
5. National School of Science.
vi. Emphasis was placed on the study of science and technology and the post-graduate studies and research.
vii. Two years pass and honors courses for the creation of special groups within the alternative of honor and maintenance of the lower neck to the honors course.
viii. Medium of instruction, the vernacular for the consideration of end of tuition in all subjects except English, and English is one of the courses to the flexibility for teachers to use the vernacular.
ix. Provide ongoing expansion of the library as a movement of university extension movement, the requirement of compulsory medical examinations and choice of form of exercise.
x. Provision of health care and a special section of the local hospital for members of the University.
xi. Construction of a new building for the students and residential rooms for students.
The circumstances do not allow the creation of a University in 1927, but growth of the university idea remained unabated. Several higher education institutions have been added during the two decades that followed. The University of the Commission for 1947
In 1947, His Highness the Maharaja Gaekwad Sir Pratapsinh pursued the idea and appointed a committee under the chairmanship of Shri KMMunshi with members to address the issue of the University of Baroda and partial suggestions for creating: --
i. Mr R. P. Masani
ii. Dr. R. B. Chandrachud
iii. Dr. J. Mr. Mehta
iv. Senior Junnarkar S. B.
v. Dr. K. N. Kulshreshtha
vi. Dr. C. S. Patel
vii. Shri R. S. Kanungo
viii. Senior V. K. Gokak
ix. Dr. M. D. Avasare
The committee submitted its report to the Government of Baroda at the end of 1948. The main recommendations are:
i. Baroda is well equipped to be an academic center.
ii. The University of Baroda, in the first place of residence and a school affiliated with the University side mofussil colleges.
iii. The tutoring system should be set at least at the Post Graduate phases begin.
iv. English should be the medium of instruction for the next five years. Both national and regional languages should be taught mandatory for students during this period.Later on teaachers should be allowed to teach in English or the national language or regional language, students have the freedom to respond to the question paper in the regional language.
v. secondary education, all types of courses and complete in itself. The first two years in higher education in May are part of the secondary course. The school must be set by the government after eight years of courses in secondary schools.
vi. The university must remain completely free to academic matters.
vii. All higher education institutions, including the Central Library, the Oriental Institute Kalabhavan and must be accepted by the University.
viii. Government would be a grant of Rs 25 lakhs University o per year for the first five years.
The Government of Baroda has considered the report of the Committee and their order number (R), 169-39, dated February 21, 1949 (Annex A) has decided to establish a university in Baroda and its subsidiary outside Lectures on Visnagar, Petlad and Navsari which is located in the State of Baroda. A bill for the creation of the Maharaja Sayajirao University of Baroda was then introduced in the Baroda State law, but to limit the power of the university in the region within a radius of ten miles from his office and was adopted by the 'Legislative Assembly on 26 April 1949. The bill has the approval of His Highness Maharaja Sir Pratapsinh Gaekwad on 29 April 1949, and the Maharaja Sayajirao University of Baroda Act No. XVII of 1949, was published in the Gazette Baroda, 30 April 1949.
